2K Marin has explained that the reason behind BioShock 2's three-month delay was to tweak the game's opening levels to allow for a "smooth on-ramp for new and older players" and to flesh out the game's multiplayer.
Talking in a conference call earlier in the week (and as reported by original-gamer.com), Lead Designer Zak McClendon explained:
"Very few games get delayed so that you can add crazy new stuff. Really the extra time for us was really focused on balance, polish, and getting to take a good long look at the early moments of the game to making sure we're providing the smooth on-ramp for new players and older players."

"In addition to the polish, which was a huge thing that we were allowed to focus on during this time, we added a bunch of game modes (to the multiplayer). About four of the game modes actually got added in that extra time which really allowed us to expand what the user can experience."
BioShock 2 was developed in tandem by both 2K Marin and Digital Extremes. 2K Marin, led by Creative Director Jordan Thomas, created the game's single-player mode, while Digital Extremes focused purely on the game's multiplayer.
The game was originally due to launch in November 2009, but was delayed until 2K's FY2010 in July of last year. At the time, 2K blamed the delay on the necessity to "provide additional development time for the title."
BioShock 2 launches on Xbox 360, PlayStation 3 and PC on Tuesday, 9th February.
