Can't complete LOTRO quest

If you've been part of a LOTRO fellowship quest, or even just turned up to complete a quest right behind someone else, you'll have experienced that aspect of MMOs that can leave you scratching your head the first time it happens. That's right, you complete the quest, turn up to talk to the right person, only to discover they don't want to allow you to complete the quest.

Just the other day, I popped into the library to finish off the Great Took quest in The Shire and did so without a problem, only to have another player ask whether there was something wrong with that quest about a minute later.

I worked out what had happened, which was that I had played out the quest, and for the next person to play it, because we exist in the same world on the server, they would have to wait a few seconds so that the game could reset the room effectively for the next person to complete it.

Quests have instances where only one person can be doing that part at any one time, so you may have to wait for it to re-start

This happens all the time, so if you are in the middle of a quest and see someone up ahead just complete it and get the item you need, or if you are sure that you are in the right place, but can't see the item you're trying to find, it is worth just waiting. You'll see the people/items re-appear by fading in. This is LOTRO resetting that particular area for the next people - it's also how enemies reset, so be careful where you wait, or you could find yourself next to a goblin hoard (speaking from personal experience).

You can also find this same phenomenon when you want to hand in a quest, if someone next to you is handing in the quest at the same time. Give it a few seconds and then try again. There's no set period you have to wait for a quest area to reset, because it depends how long ago it was that the situation was triggered by the player before you.

The important thing to realise is that it is not a bug, but the way in which LOTRO works to allow multiple players to complete the same quests. It turns out that in MMOs and LOTRO, patience really is a virtue.
