Here’s a quick tip to help you complete the Liara side mission. Once you’ve got all of the messages from the hacked terminals and you call Liara, don’t select any of the kill options, instead tell her you’re still looking. Shepard will then tell Liara that all of the subjects were men, and that the Observer is a woman. That gives her the information she needs, and she then finds out who the Observer is. When you next talk to Liara, she has all the information she needed, and the dialogue continues as it normally would.
